Joint Local Plan 2041: Consultation on Technical Addendum to the Sustainability Appraisal Scoping Report
Overview
We have prepared a Sustainability Report as part of the combined Sustainability Appraisal (SA) and Strategic Environmental Assessment (SEA) process for the Joint Local Plan 2041.
The first stage in the SA process was the production of a SA Screening and Scoping Report, which was published in 2022. This report included a review of other plans, policies and programmes already in place which could influence the Joint Local Plan. The report went on to establish the baseline environmental, social and economic conditions in the districts to help define key opportunities and challenges facing the area which might be addressed by the Joint Local Plan.
We have published a Technical Addendum for consultation, in accordance with Schedule 2 of the 2004 Regulations. It provides supplementary detail on how the 'future baseline' in the two districts is likely to evolve without implementation of the Joint Local Plan.
The period for responding is from Friday 6 December 2024 until Friday 17 January 2025 at 11.59pm.
What happens next?
We’ll review all the comments we receive during this consultation and summarise them in a statement. Your feedback will also be submitted to the government-appointed Planning Inspector examining the Joint Local Plan.
The Inspector will undertake an initial assessment of the documents, which will include checking all procedural requirements have been followed and organising public hearing sessions. The Inspector will determine the scope and format of these sessions, and will invite participants to respond to key matters, issues and questions, before producing an Inspector's report.

Comments submitted by businesses or organisations will be made public (including online publication) alongside the name of the business or organisation provided. If you submit a comment on behalf of a business/organisation or client, it will be published in full or as a summary alongside your name and the name of the business/organisation/client it is on behalf of (where details are provided). No other personal contact details will be published. If your comment relates to matters outside the scope of planning but falls within the remit of another team at the councils, we may share your comments with these internal teams where relevant.
Your name, contact details and comments will be shared with the Secretary of State, a Planning Inspector appointed by the Secretary of State to carry out the Joint Local Plan examination and a Programme Officer. A Programme Officer acts as an independent point of contact between the councils, Inspector and respondents. The Programme Officer and/or the councils may contact you with relevant updates on the plan, or to invite you to discuss your comments at a public examination.
